Let the time they have to jump be x minutes
let the height above ground be y
The last opportunity for the crew to safely jump out with a parachute is 1900
The height after x minutes is given by
so y = 12250 - 450x
but they have to jump above 1900 feet
12250 - 250x >y
12250 -450x > 1900
12250-1900 > 450x
350>450x
350/450 >x
x < 7/9 minutes
