i don't think you can do it in 2 cuts only.

i believe it will require 4 cuts.

first cut would be to make 2 pieces.

1 piece is 12 by 9.

the other piece is 4 by 9.

next 3 cuts are to take the 4 by 9 and splitting it into 3 pieces of 4 * 3 each.

you would then take your 12 by 9 and add 3 pieces of 3 by 4 to it and you will get a total of 12 by 12.

the circled numbers are the step numbers.
each step is described below:

your original 16 by 9

cut 4 feet off the 12 foot length and are left with one 12 by 9 and one 4 by 9.
3.
take the 4 by 9 and cut it into 3 pieces of 4 by 3 each.
4.
add the 3 foot part of the 4 by 3 to the 9 foot part and add the 4 foot part of the 4 by 3 across the 12 foot part to get a 12 by 12.
