Scott can not use only 8-cent stamps, because 244 is not multiple of 8.

Scott can not use only one 43-cent stamp, because then 244-43 is not multiple of 8.

Scott can not use only two 43-cent stamps, because then 244-2*43 is not multiple of 8.

Scott can not use only three 43-cent stamps, because then 244-3*43 is not multiple of 8.

Scott can use four 43-cent stamps and  =  9 (nine) 8-cent stamps.

Indeed, 4*43 + 9*8 = 244 cents.
