The list of options is strange.

Use Triangle Inequality Theorem. Each of these must be true for the given lengths to form a triangle:
system%284%2B6%3E13%2C6%2B13%3E4%2C4%2B13%3E6%29

Are they ALL true? Obviously the first of them says 10%3E13 and this is false. No triangle for the three given lengths.
