if he is the same distance from the first car for the whole journey, then he is traveling at the same speed as the first car.

think about it.

let's say the second car is 1 mile behind the first car.

the first car is traveling at 50 miles per hour.

in one hour, the first car will have traveled 50 more miles for a total of 51.

in the same hour, the second car is still 1 mile behind the first car.

the second car must have traveled 50 more miles as well.
