If it means what it seams to say, you have 4 equations and only 3 variables.

p = d
q = p/2
p + d + q = 10
p + 10d+ 25q = 94
------------
Substituting with the top two equations you would get:
p + p + p/2 = 10
(5/2)p = 10
p = 4 (# of pennies)

Substituting the same 2 into the bottom equation you would get:
p + 10p + (25/2)p = 94
21.5p = 94
p = 4.37 (# of pennies)
