The only unknown variable is r, which is what is wanted to be solved. The uniform travel rates rule means that  is also the time needed for Pedro.

Manuel can drive 3 times as fast as Pedro can ride his bicycle. If it takes Pedro 4 hours longer than Manuel to travel 66 miles, how fast can Pedro ride his bicycle?
Let Pedro’s biking speed be S
Then Manuel’s driving speed = 3S
Therefore, we get: 
3(66) = 66 + 12S --------- Multiplying by LCD, 3S
198 = 66 + 12S
198 – 66 = 12S
132 = 12S
S, or Pedro’s biking speed =  , or  mph
