There's no simple relationship between wind speed and running speed.
Drag is a function of the square of the relative wind speed and the equivalent flat plate area of the body.
A small up or down grade is much more signigicant than wind.
If you have a flat area, you can run upwind and d/wind and find the average, but then fatigue will likely have a larger effect than wind.
