It depends on whether they are travelling towards each other or in the same direction and the nature of the track.
See the 4 scenarios below.

1) If they are travelling in the same direction along straight parallel tracks, they will never meet since one of the trains is faster, and the gap between them would only increase.
2) If they are travelling towards each other along straight parallel tracks, the distance between them would reduce by (35 + 28 = 63 km) every hour. So if at the start, they were x km apart, they would meet in (x/63) hours.
3)If they were travelling on parallel circular tracks, in the same direction, they would still meet at some point - when the faster train would have completed more rounds than the slower. The time of meeting depends on the radius of the circular track.
4) The same logic as scenario (2) would work even if they were travelling towards each other along circular parallel tracks. The time of meeting depends on the radius of the track.
