The way I understand the problem, vehicle #1 is moving at 174 km/hr passing by point A on its way to point B, and as it passes point A, vehicle #2, which was standing still, accelerates to catch up at point B.
Both vehicles cover the same distance in the same time, and have the same average speed, but vehicle #1 does it at constant speed, while vehicle #2 does it at constant acceleration.
The speed of each vehicle graphed against time (speed=y, time-x) looks like this:

The blue line represents the speed of vehicle #1
The red line represents the speed of vehicle #2.
The area under each curve (in units of time times speed) represents the distance covered.
With the same base (same time), the triangle needs twice the height to have the same area.
