The minute hand describes a circle as it sweeps across the traditional analog clock face.
The radius of the circle is 7 inches.
The circumference of the circle is the pi*diameter.
The diameter = 2*radius.
C = 2*7*pi
C = 43.98222972 inches

I cannot say what your teacher would consider "the most reasonable measure."
Perhaps 44 inches is "the most reasonable measure?"
