The ratio of the speeds is 40:60, or 2:3; that means Andy has traveled 2/5 of the total 350km, or 140km, and Michael has traveled 3/5 of the total, or 210km.
Since Andy is the one traveling from Toontown to Teentown, they meet when they are 140km from Toontown.
