Let the fraction be x/y
Then,from your first sentence,
%28x%2B3%29%2F%28y%2B3%29=3%2F4
4(x+3)=3(y+3)
4x+12=3y+9
4x-3y=-3----(1)
From your second sentence,
%28x-1%29%2F%28y%2B1%29=1%2F3
3(x-1)=y+1
3x-3=y+1
3x-y=4----(2)
Fro equ 2,
y=3x-4---(3)
put 3 in 1
4x-3(3x-4)=-3
4x-9x+12=-3
-5x=-15
x=3
put x=3 in equ 3
y=3(3)-4
y=9-4
y=5
