Probably you meant the number of votes Chris got and not Colin...
Assumption : everyone voted.
Assume Chris got x votes,
Since Alex beat Chris by 14 votes, which means he got 14 votes more
ie x+14
Total votes= total number of people
x+x+14=38
=>2x+14=38
=>2x=24
=>x=12
Chris got 12 votes and alex got 26 votes (12+14)
