Question 414389: When two missing digits in a given number, 8 5 ___ ___ 1, are replaced, the number is divisible by 99. What is the number?

I have tried this several times and keep coming up with three choices:
The number is either 85221 or 85041 or 85401
The answer books says the answer is 85041 but why did they exclude the other possibilities?

You can put this solution on YOUR website!
The excluded numbers are not evenly divisible by 99
