The smallest three-digit number with a high-order digit of 9 is 900, but this number is less than 900 therefore it cannot have three digits. It either has 2 digits or 1 digit. But it can't have 1 digit because it is more than a multiple of ten. Therefore the number has exactly two digits, and the first digit is 9. Since the digits sum to 12, the other digit must be 3. 93.
