Let x be the litres needed for 10% solution. We know that we already use 4 litres of 4%. This means that 4+x will be used for our 6% solution.

x(.10) + 4*.04 = 4+x * (.06)
.1x + .16 = .24 + .06x
.04x = .08
x = 2 litres.
