You have 20 liters of 15% acid, so there are liters of pure acid in the 20 liters you have.

If there are liters of 40% acid, there are liters of pure acid that are being added.

Once you add liters to 20 liters, you have liters, and you want there to be liters of pure acid in the mixture.
