Amount of just the drug is 0.16%2Ax%2B0.28%2Ay
Amount of mixture obviously was given, 15 ml.
This uses x for amount of the 16 drug and y for the amount of the 28% drug.

The FRACTION of the mixture as drug we want is 0.24, which means same as 24%.

Put everything in place:
