This is what I am doing but I am getting a negative answer:
(3*1)+(x*.3)=(3+x*.28)

:
.40x = .28(x+3)
.40x = .28x + .84
.40x - .28x = .84
.12x = .84
x = .84/.12
x = 7 quarts of 40% solution required
