4 parts water and 1 part vinegar. I think of this as 5 parts, where 4/5 is water and 1/5 is vinegar.
For 3 cups, you would need 4/5 of the 3 cups to be water, so %284%2F5%29%2A3 which will give you 12%2F5 cups, or 22%2F5 cups of water.
You would need 1/5 of the 3 cups to be vinegar, so %281%2F5%29%2A3 which will give you 3%2F5 cups of vinegar.
