.40x+8(.10)=(x+8)(.30)
.40x+0.8+.30x+2.4
.10x=1.6
x=16 gallons.
That is a 2:1 ratio, and 30% is twice as far from 10% as it is from 40% to check.

40% salt solution is a suspiciously unrealistic concentration, but here is working with just the algebra, ignoring that:
