45% of 250 = 0.45*250 = 112.5 grams
If that's 10%, then 100% = 1125 grams.
1125 - 250 = 875 grams of water added.

45*250 + W*0 = 10*(250 + W)
11250 = 2500 + 10W
W = 875 grams

0.45 = 250
0.10 = x
Inverse proportion:
C1/C2 = Q2/Q1
where C is Concentration and Q is quantity. And the unknown quantity Q2 I am going to call x:
0.45/0.10 = x/250
4.5 = x/250 multiply both sides by 250:
1125 = x flip it, it looks better:
x = 1125 grams you will add to dilute the solution to 10%
