Say that student #1 through #85 passed the Science Test, then student #100 down through student #26 passed the Math test. Then 1 through 25 passed science only and 86 through 100 passed Math only, 100 minus 25 minus 15 = 60 is the minimum number who could have passed both.

Since you would have to fail the Science test in order to fail both, and 85 out of 100 passed Science, then the maximum number that could have failed both is 100 minus 85 = 15.
