 A = 2I

"no more than" means "less than or equal to"

A ≤ 27

2I ≤ 27

Divide both sides by 2

 I ≤ 27%2F2 

 I ≤ 13%261%2F2

Ignatz eats no more than 13%261%2F2 dog biscuits.

No need to round that to a whole biscuit. Dogs can
eat only half a biscuit.
