$48/6 = $8 per rose
$84/12 = $7 per rose
$8.50 for a single rose

The dozen roses seem to be the better deal. I say "seem" because it depends upon what else is included -- is there a vase, flowers such as baby's breath surrounding it, a box, etc? All of those add into the cost.
