3a+4b=65
Number of packages is a+b

Other Restrictions:
If a=0 then b=65/4=16&1/4 but this must be taken as 16.
If b=0 then a=65/3=21&2/3 but this must be taken as 21.
The needed restrictions to include then are:
0%3C=a%3C=21
and
0%3C=b%3C=16
