Best to look for the most of the 12 pound bags. 83 or 82 of them don't quite work. Examining 18+22, this is 40. Looking at 1000-40=960, could 960 be divided by 12 giving no remainder? Yes. 80*12=960.

80 of the 12 pound bags;
1 of the 18 pound bags;
1 of the 22 pound bags.

ANSWER: 82 total count of bags.
