I'm not sure what the 5 steps are, but here's what I do:
let +w+ = length of wire in ft
Let +C+ = cost of installation
given:
+C+%3C+95+
-----------
+C+=+85+%2B+.2w+
+95+=+85+%2B+.2w+
+.2w+=+95+-+85+
+.2w+=+10+
+w+=+50+
The length of wire can be a maximum of 50 ft to
keep the cost under $95
