If it makes a profit of 7% thru the cost then price = 1.07x

If a 10% discount is given on the price the final price will be 0.9(1.07)x

However:
Let the cost price be "x".
If a 10% discount is given the discounted price is 0.9x
If a 7% profit is applied the final price is 1.07*(0.9)x
===================================================
Final price = 0.963x
So the marked price does not exceed the cost price.
