You can put this solution on YOUR website! If town A has a population of 9,400 and town B had a population of 7,600 in year 2000 and town A decreases and town B increases, then just keep adding and subtracting them to get the answer.
TOWN A- TOWN B+
9,400 2000 7,600
9,300 2001 7,700
9,200 2002 7,800
9,100 2003 7,900
9,000 2004 8,000
8,900 2005 8,100
8,800 2006 8,200
8,700 2007 8,300
8,600 2008 8,400
8,500 2009 8,500
So as you can see the year 2009 is when the both have to same population.
