If x is the fractional increase from 1,998,257 up to 2,414,807, that means:
meaning the population in 2000 plus some fractional part of the population in 2000 is equal to the population in 2005. Solving the equation for x will give you a decimal fraction that you can multiply by 100 to get the percentage. I would round off to the nearest percent if I were going to do this one.
