First use the distributive property and remove parentheses. Pay particular attention to the signs:
3-2x%5E2%2B2x=3x-2x%5E2-x%2B3

Collect like terms on the left:
3-2x%5E2%2B2x=2x-2x%5E2%2B3

Now add -%282x-2x%5E2%2B3%29 to both sides, leaving you with 0 on the left:
3-2x%5E2%2B2x-2x%2B2x%5E2-3=0

Collect like terms:
3-2x%5E2%2B2x-2x%2B2x%5E2-3=0

0=0

Since the result is always true, that means that the equation is true for all real numbers.
