The total number of combinations that can be made from  4  items,  is   2%5E4 = 16,   including the empty set.

If to exclude the empty combination,  then the answer will be   2%5E4+-+1 = 16-1 = 15.

The meaning of the question is unclear: "how many combinations CAN THEY USE..."

????

Note the other tutor interpreted the question as being the number of combinations of the 4 rides they can go on, allowing the possibility that the number of rides they go on can be 0, 1, 2, 3, or all 4.

I suppose that is a possible interpretation; however, the wording to me says that the family wants to go on ALL FOUR of the rides.
