1/3 as many cats catch 1/3 as many rats in the same time, so
1 cat catch 1 rat in 3 min
100 cats catch 100 rats in 3 min
It will take 3 times as many cats to catch 100 rats in 1/3 that time, so
300 cats catch 100 rats in 1 min
In 100 min, it only takes 300/100 cats to catch 100 rats, so
3 cats catch 100 rats in 100 min

The easiest path to the answer is logical reasoning.
From the first scenario to the second, the number of rats and the number of minutes are both increased by the same factor (100:3); that means the number of cats required is the same.
ANSWER: 3 cats
(Realistically, however, I think the cats would get rather tired after about 5 or 6 rats....)
