No, for two reasons.
The best one is that as soon as a 13 foot ladder is moved away from the wall, it can no longer be as high.
The second is trigonometry. The ladder is the hypotenuse, and the two legs are distance from the wall and height of the wall. If it is moved 5 feet away, it will reach 12 feet high, for 5^2+12^2=13^2.
