Let x be one of the sides and y the other.
Perimeter = 2*(x + y) = 27
2*y = 27 - 2*x
Other side y = %2827+-+2%2Ax%29%2F2+=+13.5+-+x
Area A(x) = x%2Ay+=+x%2A%2813.5+-+x%29+=+13.5%2Ax+-+x%5E2
