A drawing often helps.
The blue rectangle represents the outline of the house, the black rectangle represents the fence.
The lengths of the sides of both rectangles (in meters) are marked in the drawing.
Because the front side of the fence has to be 3 feet in front of the house and the back side has to be 3 feet behind the house, the width of the black rectangle is
9%2B3%2B3=15.
Likewise, the width of the fenced-in spaces to the left and right of the house add up to make the long side of the fence enclosure
20%2B3%2B3=26 feet long.
The whole perimeter of the fence will be (adding the lengths of all 4 sides)
15%2B26%2B15%2B26=82 meters. That is how much fence you need.
