They give the perimeter of the frame:
2W + 2L = 84; we have W = (12+2x); L = (12+2x)
Which is:
2(12+2x) + 2(18+2x) = 84
24 + 4x + 36 + 4x = 84
8x + 60 = 84
8x = 84 - 60
8x = 24
x = 24/8
x = 3 inches is the width of the uniform width around the picture
