I think the ratio is something like 50 to 2 but when I try to work this out
it does not make sense.

they sampled 100 bears and found 2 tagged ones

this means that they sampled 2/50 of the tagged population,
and by extension, 2/50 of the entire population

if 2/50 of the population is 100, then the population is 100/(2/50) or 2500
