Why don't you use the formula for a cylinder surface area from any textbook,
substitute the given values into the formula and calculate ?
And then describe the results using your own words ?
WHY THE TUTORS SHOULD DO YOUR JOB ?

Tutor @ikleyn is right in saying that you can answer the problem by plugging the given numbers into the formula. You shouldn't need our help to do that.
On the other hand, the problem asks you to DESCRIBE how tripling the radius affects the surface area. For that question, you should note that
(a) tripling the radius multiplies the top and bottom surface areas by 9, because the formula for the area of the top and bottom surfaces, , involves the square of the radius.
(b) tripling the radius multiplies the lateral surface area by 3, because the formula for the lateral surface area, , only involves the radius to the first power.
