If the highest point on the bridge is 20 meters off the ground (the ground being the lower roadway where the truck is driving), then this means that the top of the cylinder must be lower than 20 meters off the ground.
However, the truck bed is 10 meters off the ground, and the cylinder's diameter is 16 meters. So we have a total of 10+16 = 26 meters. The top of the cylinder (26 m) is higher off the ground compared to the vertex of the bridge (20 m).
