A number that is 1 less than a multiple of 5 has final digit 4 or 9.

No prime numbers have final digit 4, so the numbers we are looking for have final digit 9.

Prime numbers less than 100 with final digit 9 are 19, 29, 59, 79, and 89.

Of those, the ones that are 1 more than a multiple of 4 are 29 and 89.

The sum of those is 29+89 = 118.
