Think of the perimeter as a fence. How much fencing would you need to buy to enclose a rectangle 1.33 mi by 2.2 mi? You'll need 2 pieces of 1.33 and 2 pieces of 2.2.
1.33 + 1.33 + 2.2 + 2.2 = 2.67 + 4.4 = 7.07 miles.
or to be even more precise 1 1/3 + 1 1/3 + 2 1/5 + 2 1/5 = 2 2/3 + 4 2/5 = 2 10/15 + 4 6/15 = 7 1/15
