This is as far as I got (chart form):

I am suppose to get the answer of:
28 5 cent stamps, 26 10 cent stamps, and 18 15 cent stamps. I have tried this problem numerous ways and cannot get to the whole numbers listed above.

I tried finding 11% of 62000 which results in 6820 and then subtracting from the total salary. Then from the subtracted total i tried halving the total to find Joe's salary.
