You can only do this problem if you assume that the only thing Matt bought for his $17.50 was hot dogs. Ordinarily, I would just say that the question cannot be answered without assuming facts not in evidence and leave it at that. However, I'm going go out on a limb this time.

If you divide 17.50 by 2.50 you will get the number of times he spent 2.50. Assuming that the only thing he bought was hot dogs, each time he spent 2.50, he received 2 hot dogs.
