just think about this in a cool, logical manner :-)

They both start at the same time and meet after 5 hours, so if Jill walked at 1.5km every hour, in 5 hours she has gone 5*1.5 --> 7.5km.

So, Joe must have covered the rest of the 22.5km, because they have met. So he travelled 22.5-7.5 = 15km in 5 hours, so this speed is 15/5 --> 3 km/h.
