3 quarters, 1 dime, 2 nickels, and 5 pennies. That's 11 coins.

If a fourth of forty is six, what is a third of 20?
Instead of using forty, we increase forty by 20, getting 60.
Instead of taking a fourth, we take a tenth, getting 6.

So,

Instead of using twenty, we increase twenty by 20, getting 40.
Instead of taking a fourth, we take a tenth, getting 4.

That's one way it could be.  There are plenty of other ways.
