Birthday is December 31. Statement made January 1.
Two days before Jan 1, it is Dec 30, one day before his birthday, so he is 15. the next day he turns 16, exactly one year later, still in the year that the statement was made, he turns 17. One year later than that, still in the year after the statement was made, he turns 18.
