The statement of the problem is awkward, in that usually "first" child means the first born, which makes that child the oldest.
So I am going to rewrite part of the problem to say that the second child is 7 years OLDER than the fourth.
The ages are not less than 2 and not greater than 10. If the difference between the ages of the first and third is 8 years, then their ages must be 2 and 10.
So the first child is 10 and the third is 2.
Since no child is less than 2, you now know the age of the fourth child.
And then you know the age of the second, since that child is 7 years older than the fourth.
